FAQs: Childcare Centre Construction in Melbourne

How long does it take to get planning approval for a childcare centre?
Planning permits for childcare centres typically take 3–6 months from application to decision. This includes statutory consultation (notification of neighbors), council assessment, and decision. If objections are received, expect additional time for mediation or VCAT hearings (6–12 months total). Early community engagement, quality documentation and experienced planning consultants improve outcomes.
What are the space requirements for a childcare centre?
Under the National Quality Framework, every child requires a minimum of 3.25sqm of unencumbered indoor space and 7sqm of unencumbered outdoor space. “Unencumbered” means usable for play and educational programs excluding corridors, kitchens, storage, bathrooms. For example, a 50-child centre needs a minimum 162.5sqm indoor and 350sqm outdoor unencumbered space, plus all support areas. A qualified architect or building practitioner must certify space calculations.
Do childcare centres require sprinklers?
Yes, under NCC 2022, sprinklers are required throughout buildings containing early childhood centres, unless the centre is entirely contained in a storey with direct exit to a road or open space, or is the only occupancy in a building no more than 2 storeys high. Most childcare centres will require sprinklers. Automatic smoke detection is also required throughout.
Can we operate a childcare centre in a residential zone?
Possibly, but it requires a planning permit and careful management of amenity impacts. Councils assess traffic generation, noise, hours of operation, building design and impacts on neighboring properties. Residential zones are more challenging than commercial zones—expect longer approval times, potential objections and more rigorous assessment. Location on main roads with good access improves prospects.
What's the difference between building a new centre versus extending an existing centre?
New builds offer design freedom but require full planning/building approvals, longer programs (12–18 months) and higher costs. Extensions typically have faster approvals (existing use rights help), shorter construction programs (4–8 months) but must work within existing building constraints, maintain operations during construction, and may be limited by site boundaries. Both require NQF compliance and service approval updates.
How do you minimize disruption when building an extension to an operating childcare centre?
We stage construction to keep operational areas functioning, work outside operating hours for noisy works, use temporary fencing to separate construction from play areas, coordinate deliveries for quiet times, and maintain constant communication with centre management. Safety is paramount—children and construction don’t mix—so strict separation protocols are enforced. We’ve successfully delivered multiple extensions without incident or significant disruption.
